Chandra F. Burns

Chandra is a seasoned benefits professional with experience in the legal and technical aspects of employee benefit plans, as well as the administrative challenges faced by employers.  Before joining Mazursky Constantine in 2017, Chandra worked in corporate human resources and benefits consulting, most recently serving as Assistant Vice President of Benefits at Gentiva Health Services, Inc.

Chandra’s extensive experience as both a consultant and human resources professional assists her in providing practical guidance on a variety of retirement and health and welfare plan issues.  Her experience includes:

  • Overseeing compliance with FMLA, ADA, USERRA, and state and local leave laws;
  • Drafting summary plan descriptions, benefit summaries, and enrollment materials;
  • Performing due diligence in mergers and acquisitions;
  • Negotiating administrative service agreements with vendors, and monitoring vendor compliance;
  • Preparing and reviewing required filings related to employee benefit plans, including annual reports, tax filings and proxy statements.
  • Administering qualified and nonqualified benefit plans;
  • Preparing cost/benefit analysis and executive recommendations for plan design implementations and changes;
  • Leading and documenting Benefit and Investment Committee meetings, and providing Board and Compensation Committee reporting.

Chandra completed law school ranked No. 1 in her class.  Before law school, she earned the designations of Certified Employee Benefits Specialist (CEBS) from the Wharton School of the University of Pennsylvania, and Professional in Human Resources (PHR) from the HR Certification Institute.
